Chee Meng graduated with B.Econ, LL.B (Hons) and LL.M degrees from the University of Sydney, Australia and was admitted to practice in Malaysia in 1993.
Prior to setting-up Foong & Partners, Chee Meng was a solicitor with Zaid Ibrahim & Co. in 1993 and a partner there for 7 years, where he led the Corporate & Commercial and Foreign Investment practice groups. Before Zaid Ibrahim & Co., Chee Meng started his practice in 1989 as a solicitor with Baker & McKenzie in Sydney, Australia for over 3 years.
He advises local and foreign companies and investors on a wide variety of corporate matters with particular emphasis on foreign investments and acquisitions of Malaysian businesses. He has been involved in structuring and executing a number of major mergers and acquisitions, strategic alliances and joint ventures in the manufacturing, construction, telecommunications, food and newsprint industries and complex debt restructuring exercises involving Euro convertible Bonds listed on the Luxembourg Stock Exchange which are issued by Malaysian companies. Chee Meng has also advised on complex multi-tiered or multi-layered takeovers of publicly listed companies in Malaysia. He has also acted for a public listed company in negotiating a concession for a highway project.
Siew Mun graduated with LL.B/Bachelor of Commerce from the Australian National University, Australia in 1996 and was admitted to practice in 1998.
Prior to setting-up Foong & Partners together with Chee Meng, Siew Mun was with Zaid Ibrahim & Co. for 6 years. She had been a Senior Associate with the Corporate & Commercial and Foreign Investment practice group since 2000.
She has experience in advising foreign and local clients on mergers and acquisitions, joint ventures and corporate restructurings involving companies and businesses in Malaysia and abroad. Siew Mun has advised and worked on various initial public offerings and flotations, both on the Bursa Securities, London Stock Exchange as well the SGX Main Board and SGX SESDAQ. She has also advised foreign direct investors on the various aspects of commencing and conducting business operations in Malaysia including licensing and regulatory issues. Siew Mun has also been involved in some construction work and banking and financing work. Siew Mun has been involved in acquisitions of land and properties for developers. She has advised on various joint venture or joint development transactions for developers as well as financing agreements between developers and their mezzanine financiers.
Chien Li graduated with LL.B (Hons) from Nottingham University, U.K. and was admitted to practice in 2000.
Chien Li began his practice with the Corporate & Commercial and Foreign Investment practice group of Zaid Ibrahim & Co. Subsequently in 2003 he practised with Ghazi & Lim in Penang before joining Foong & Partners in 2004.
He has experience in advising clients on mergers and acquisitions, joint ventures, corporate exercises such as initial public offerings and flotations on the Bursa Securities, security issues and probate matters. He has also been involved in joint land development agreements and other land matters.
He has also advised foreign direct investors on the various aspects of commencing and conducting business operations in Malaysia and assist in applications for regulatory approvals, permits and licences.
LIEW SUE YIN
Sue Yin graduated with LL.B (Hons) from University of Wales, Cardiff, England
and was admitted to practice in 2002.
Sue Yin began legal practice in S F Chan & Co. where she advised on various civil litigation, family law, commercial and land matters. Prior to joining Foong & Partners in 2005, she practised with Deol & Co.
She has experience in advising on various corporate and commercial and property matters and has been involved, amongst other things, in share and business acquisitions, joint developments and joint ventures. She has also been involved in initial public offerings in Malaysia by foreign companies and advised on fund management and other securities laws and regulations.
She has also advised foreign direct investors on the various aspects of commencing and conducting business operations in Malaysia and assisted in applications for regulatory approvals, permits and licences.
LAI YOKE LENG
Yoke Leng graduated with LL.B (Hons) from Nottingham University, U.K. and
was admitted to practice in 1994.
Yoke Leng began legal practice in Chooi & Co. where she advised on various property and banking related matters. She subsequently joined the Corporate & Commercial and Foreign Investment practice group of Zaid & Ibrahim & Co. and was a Senior Associate in Zaid Ibrahim & Co. until 2000. Prior to joining Foong & Partners she worked as an in-house legal counsel for an investment holding company which had interests in several public listed companies in Malaysia and significant interests abroad.
She has experience in advising on various property, banking, corporate and commercial matters including commercial contracts, utility projects, joint ventures, security issues and documentation, initial public offerings and flotations on the Bursa Securities and takeovers and mergers.
LEONG WAI LUN
Wai Lun graduated with LL.B (Hons) from University of London, U.K. and was admitted to practice in 2008. Wai Lun began his legal practice with Foong & Partners and was promoted to Senior Associate in 2012.He has experience in advising on various corporate and commercial matters including corporate exercises of public listed companies, take-overs, joint ventures as well as business and share acquisitions. Wai Lun has also been involved in some conveyancing and banking work.

Ashley graduated with LL.B (Hons) from University of London, U.K. and was admitted to practice in 2008.
